Research Project: The Costs of Diabetes in the UK
Invitation to tender
March 2008
Diabetes UK
Diabetes UK is the largest organisation in the UK working for people with diabetes, funding research, campaigning and helping people live with the condition. We have over 170,000 members and are working for people with diabetes, their carers, family and friends. We represent the interests of people with diabetes by lobbying government for better standards of care.
Diabetes UK spends up to £6.5 million on research every year to improve the treatment of diabetes and we hope our research will ultimately lead to finding a cure for diabetes. Our mission is to improve the lives of people with diabetes and to work towards a future without diabetes.
About this project
Diabetes UK is inviting tenders for a 12 month research project to identify:
- The current costs of diabetes in the UK
- Projected future costs, based on estimated prevalence over the next 10 years
- The costs and cost-utility of a sample of interventions
As far as possible, we wish to:
- Examine the entire course of the condition, from primary prevention and pre-diabetes, through diagnosis and diabetes management, to advanced diabetic complications and death.
- Attribute specific numerical values to the financial costs incurred or likely to be incurred as a result of diabetes
The project will focus primarily on secondary research, i.e. on a review of existing research findings, and on identifying gaps in existing information and areas where further primary research is needed. The other major element will be the development of a robust model to predict future costs and potential cost-utilities.
Where possible, we are seeking a breakdown of costs into the following categories:
- Direct and indirect costs, including quantifiable financial costs to service providers; direct personal costs to people with diabetes and their carers; indirect economic costs; as well as less tangible costs to people with the condition and their carers.
- National breakdowns within the UK, i.e. for England, Scotland, Wales and Northern Ireland.
- Relative costs of the two major forms of diabetes, Type 1 and Type 2
- Relative impact and costs to groups of people known to be at higher risk of diabetes and its complications compared with the general UK population.
Project timetable
A final version of the project report should be completed by the end of December 2008 for a formal launch in March 2009. Diabetes UK will be exploring a range of options to further publicise the work during 2009 with relevant academic, healthcare and policy audiences.
Project funding
£45,000 is available from Diabetes UK funds for this project.
Project management
The overall management of the project will be the responsibility of a Project Board sitting within Diabetes UK. The Board will require monthly reports on progress of the project. Contact between the successful tendering organisation and the Project Board will be via the Project Lead at Diabetes UK.
Applications to undertake the project
We are seeking applications from academic research teams with a proven track record in epidemiological research. Proposals should include:
- Description of the research methodologies proposed
- Description of how the research will meet the objectives of this project
- Detailed budge
- Detailed timetable for the work
- Description of the relevant skills, experience and publications of research team members. (CVs may be enclosed)
- Any supporting statement tendering organisations may wish to submit
The deadline for receiving applications is 5pm Friday 16 May 2008. Applicants will be informed of the outcome of the selection process by Friday 30 May 2008.
